UPDATE: 06-13-2019 10:23 PDT - Mike Caban (Actions taken)
We received calls from users who were having trouble using the UCInetID Password Change tool to activate their UCInetIDs or to reset/change their UCInetID passwords. Users were reporting seeing the error "a timeout occurred, probably due to a busy server". After further investigation, the IDM team has confirmed the issue to be Kerberos-related and they are investigating.
